If, repeat "if". your US device runs "sluggish" when plugged into a Japanese outlet there is nothing practical to fix that. The sluggish operation will not hurt the device but will make it less effective. The lower voltage and frequency causes the device to be sluggish and inefficient....e.g., fans, blowers, ac motors for any purpose. Fans will operate slightly slower due to the lower frequency of the Japan power, i.e., sluggish. If that bothers you, buy a similar device that is designed to run on Japanese power. The good news is that most US low power appliances will operate fine on Japanese Power if the power unit to the device reads "100-220v". The above only applies to LOW POWER devices that you would plug into the outlet. Higher power devices, e.g., microwave ovens, hair dryers, that are not rated for 100 volts will be damaged in the long run due to the low voltage.
