Answer:	Yes, this should work fine. There are adjustable straps to allow for body trunk length. My grandson was 18 months when he used it, & it worked great. It is definitely too small to wear next summer. Unless it is a very thin child, the size should be for up to 24 months at most, not 36 months.

Answer:	I would say no. I'm not sure what qualifies as "life guard approved", however it's a great little floaty for when I am right next to my son (age 2) however, I would NOT trust it to keep his head above water in the event of an emergency and I would not use it in a boat. As long as he is kicking his little feet it works great but when he is still it will NOT keep his face above water.
