Answer:	I bought one a few months ago from PCC market, and when I was done the clear plastic part did screw off. I ended up refilling with some mineral powder I already had, which worked well.

Answer:	If there is a sleeve on mine, it's stuck or defective some way. Nothing slides in any direction. And trying to stuff the bristles into the cap is ridiculous. Not sure what to do.
