Answer:	Yes it is and yes it does. You need to wire it properly including the neutral wires and also test it with ONE led you wish to use first before buying many of them. Quality varies greatly in dimmable led bulbs, especially non standard recessed light connections for leds. Make sure to test them first to make sure you are happy with the performance, it's not the switch that matters (as long as you use a neutral as much as the dimmable led bulbs.

If it is on, it will allow dimming. If it it switched off, it is either 0% power or 100% power. This would be good for fluorescent or LED bulbs that do not support dimming.
