When you turn off the water the sprinklers will stop working but the outer rim will still have water inside. The outer rim still has water inside too and can act as a support cushion for a sitting toddler.

I weather-proofed it by applying a wood stain, which I'd recommend over sealing the wood because cedar is a great flea and tick repellent. I'd say go to Lowe's or Home Depot and ask in the paint department for a recommendation on what to use with cedar. Whatever you use, it should be renewed every few years to maintain efficiency.
