Answer: I wear a 36/37 sleeve length in a 2XL or 3XL depending on the brand. I generally wear a 2XL or 3XL jacket. With this jacket I purchased an XL, and it's a perfect fit. The sleeve comes down to where my thumb joins the hand, which is probably just a tad long. It has plenty of room in the chest, and I can add a layer or two under it without feeling constricted. I'd say order an XL for the length, but expect a little extra room in the chest.

Actually, it's a little big in the middle, but that allows for additional layers. Basically, I'd say it runs one size larger than the label.
