Answer:	No these won't hold up outdoors. The cord would but the lock itself would definitely break. I agree with the stainless steel mentioned before. Steel wire is great security, just check one out that has a stronger long lasting lock box on it. So it will hold up in temp changes and precipitation.

Answer:	It only will move a little. When the zipper is opened and the bag is gone through, the "re-zip" has to take place along the entire zipper to reseal it. The cable attached to the handle prevents this. I won't actually prevent someone from getting into the bag, but you will know if it's been done

However ,,,the little key sticks sometimes in lock., Also I took a trip and TSA had unlocked my suitcase (note was inside) and locked it back up with there key.
