Answer:	Well, I haven’t really tried putting it over the shoulder. I usually put it on my waist during my runs. But I believe its long enough to fit over your shoulder. It can actually be adjusted.

Answer:	it has an adjustable strap. Can be adjusted up to approximately 36". But the straps are elastic and can be stretched out to 60". Hope that helps.

Answer:	I'm not sure what the dimensions are for a Samsung Galaxy Note 4 but it does hold my iPhone 6. However, if I'm running then I don't have easy access to the phone to change music, raise the volume, etc. I run with an arm band for my phone instead.
