Answer:	This is a pre-emergent, so it should not kill anything that has already emerged. But I personally wouldn't recommend spreading a chemical like this in a garden.

Answer:	Yes, you need some sort of spreader so you can be sure the product is applied evenly. I have one of those hand-held Whirlybird spreaders. HomeDepot and Lowe's have them.
