Question: I have no load on the 2 new batteries, plenty of sun, yet it never gets out of bulk charging mode
Answer: Yes! It has a built-in 20ah lithium battery which runs a 200w inverter, it will charge anything that draws 200w or less continuous on AC power. The review mentioning a charge controller doesn't know what they're talking about.

Answer: No it will not but if you buy a propane tankless water heater heater you could run a pump with it to push water through it

Question: Does this controller monitor battery temperature
Answer: I have the smaller 10 watt foldable Renogy solar panel. When I first got it I did a few different tests with my multi meter. In one test I noticed that my uv tinted house windows did drop the power output by about half vs. being outside. I can't vouch for car glass as I didn't think about that scenario but I'd have to assume that it would drop it too. The one I have is really remarkable and I am thinking about buying this larger one myself.

Question: Where is it manufactured
Answer: Ask that question to the manufacturer's Tech. Support for best answers, because they know their equipment better than any Seller in amazon--ok!
Question: Is the second output also programmable for absorption and float levels
Answer: Make sure system is properly grounded. Are you using correct size cable for your run from panels to controller and from controller to batteries? At 9pm (well after sun down) check your voltage. Your new batteries should have started around 12.5 (85% charged). Your batteries should show higher if charging under no load for a few days. Be sure to check after any surface charge on the batteries has a chance to drop off. My controller showed bulk for 3 days (new batteries), then absorption. It goes to float only occasionally. This makes sense as my refrigerator is on and the compressor kicks on every 20 min or so. Getting to absorption or float could take a while if you have small panels (100 watt and less) or a lot of battery capacity, amp hours. Hope that helps you.
Question: Can a 3024iL be networked with a 3024i
Answer: 420W is too much for this controller, at 370 i am really pushing the limit

Answer: I have one. It replaced a Specialty Concepts Mark 22, and has been a big improvement. I have 220 watts of solar charging 4 optima blue tops. It can pretty easily bring them all to charge after my too-old nor cold fridge drains them overnight,

Blue Sky Energy's new Solar Boost 3000i solar charge controller charges 12V batteries at up to 30 amps from conventional 36 cell 12V PV modules. Patented MPPT technology operates the modules electrically in a manner that harvests all available PV power and can increase charge current up to 30% or more compared to conventional PWM type controllers. The voltage step-down operation of the MPPT power converter also allows use of higher voltage lower cost 60 cell grid-tie PV modules at up to 22 amps of output current. The process of converting the much higher 60 cell input voltage down to battery voltage may produce a charge current increase approaching 200%. Solar Boost 3000i's sophisticated 3-stage charge control plus auto/manual equalization optimally charges flooded, GEL and AGM lead-acid chemistry batteries. A user configurable auxiliary output is also provided which can serve as either a 20 amp LVD load controller, 20 amp lighting controller with LVD, or 2 amp auxiliary battery charger for a second battery such as the engine start battery in an RV. The low power LED display combines excellent readability with very low power consumption, includes an automatic night time diming feature and may be turned off completely if desired. The high accuracy display shows battery voltage, input & output current, auxiliary battery voltage, and computes total solar charge amp-hours produced. To provide optimal charge control for various battery types all digital setpoints for charge control and load control are user adjustable. Solar Boost 3000i may also operate as an IPN Network Master controlling up to 7 remote Blue Sky Energy IPN compatible charge controllers such as the SB3024iL.
