Question: I need to mill a bolt end that broke and is naturally ragged/uneven now. No way to drill until the surface is flat. Will this work for that
Answer: If you are planning on chucking this in a hand drill to try and cut the top of a ragged bolt flat I would advise against it. Endmills are made of extremely hard material that is also brittle. They are made to cut secured pieces at small increments (vibration excess force can cause blades to chip). Use a punch to make a center point and start with a small drill slowly to drill out bolt.

Answer: Just pay attention to speed and feed rates for this material. I would also begin with very light cuts to avoid premature cutter wear.

Answer: If you're asking how deep a hole you can drill/mill then it would depend on how much of the shank you can safely hold in your drill chuck. The overall length is 2.5-inches so in my case I had 1-inch in the chuck (almost to the cutting part of the bit) and so could have gone about 1.5-inches deep. Only had to go 0.75-inches deep so this bit worked for me. If you have to go deeper, then you need to find a bit with a longer shank.
