Answer: I think so. I use the rye flour to make a wheat free bread which uses tapioca starch (aka tapioca flour) in the recipe. If it had starch in it, I'd guess that the recipe wouldn't call for it. As far as I understand, rye flour is only rye. You might want to contact Bob's Red Mill to be sure.

Answer: Depends on what you mean or what you intend to use this for. All flour is technically finely ground grain. If you mean something like cake flour, (bolted), then no. This is ground like ordinary flour. It is also stone ground, which helps leave germ, bran, etc. We use this in our German Farmers bread which is a rye/sour type of hearty loaf.
