Answer:	Yes and yes. I use the RT Systems software and cable. I use CHIRP to load the wx channels. If you're going to use CHIRP you have to use a difference radio model and you lose the ability to program the radio software, you can import from the different databases only. CHIRP does not support our model of radio yet. RT Systems was $35 with the cable and you can program the radio software and import from different databases, the weather channel database was not listed. Aldo you have to pay to get access to the different databases. I think some are free, don't know for sure. I pay rFinder and Radio Reference.

Answer:	You can configure them for up to 5 watts. Range depends on terrain and frequency. I use these on a ranch in the mountains of Idaho. A couple miles through trees they work. Much more than that and you will need a repeater. Never tested them for line of site, which is an unrealistic expectation anyways.

There is a pending repeal of the license requirement but is currently still required and I think the fee right now is $70 for 5 years and extends to your family for use as well.
