Answer:	Our hats measure right around 23”. Maybe slightly less. I would guess that 23” is the maximum size the hat would fit.

These connectors snap into similar "female" receptors inside the hat, above each ear. Answer:	It is a rain hat with vinyl or plastic on the outside (top of it) with a cloth lining, so it should be mostly waterproof. The water should flow off the hat, but I would use an umbrella too. There is a strap made out of some cloth with a plastic adjuster on it. The cloth will probably get wet, but not the top of your head. If you have long hair and no umbrella, some of your hair will most likely get wet.
