Answer:	Don't know for sure, but the collar has slack and will likely fit most angle grinders.

Answer:	My head is 21.5 inches and my small/medium hat fits well with a slight bit of room so it well be too big for your son. When I was in England and Scotland recently I noticed that generally this tweed hat was worn by older men like myself while baseball caps were favored by teenage boys and college students.
