Answer:	I think it would be way too small (the actual bag, not the straps) for a 3 year old. I use it for my one year old and it’s perfect for that age. If you are using it for school or toys, I would go with a bigger bag.

Answer:	It is about three feet. I just received a replacement as my daughter's dog "ate" the other bag. And Great News! They have changed where the leash attaches to the bottom of the bag instead of the top. At the top, when the child pulled away it would pull the bag up under the chin and almost tip him over. I haven't tried this on my grandson yet, but I think this will be much better. This is a lifesaver when out in public and in busy places.
