Answer:	It should definitely spin. Mine spins (except when the batteries are dying). I would recommend twisting the hook that attaches to the mobile to see if it may be off track, and if that doesn’t resolve it definitely send it back.

Answer:	Absolutely. It slips a little on areas where there is fabric over metal bars, but if you attach it to the solid plastic components on the pack and play, it stays put pretty well. I've attached this mobile to the backs of chairs, a rock-and-play, a jumperoo, car seat carry-handles, etc... it is really universal.
