Answer:	I suppose if you have a baby that puts everything in his/her mouth and bit off a piece (they are only foam after all but tough firm foam) then it could be a choking hazard. I started buying these for my grandson when he was one year old and never worried about them being a choking hazard. As time went on, I bought additional sets so he could start spelling words out (he is only 21 months now). He has known his entire alphabet and his numbers for many months and I attribute a lot of that to these letters and numbers. We do not use them in the bathtub but rather as an educational tool.
