Answer:	Technicaly, no. However the area serves two purposes. 1.safety; when Beys collide the reaction is often violent. A burst could be dangerous outside of an arena. 2. The arenas slope into the center; with out the arena it will be exceeding difficult to get the Beys to "battle".
