Answer: Yes, you can. I used seven parts of paint to one part mineral spirits. 30 psi at the spray gun. Wonderful results and much less expensive than spray cans.
Question: Is this a paint that can be easily removed from brushes with soap and water
Answer: You don't specify what type of Rust-Oleum paint you have. I find most rust-oleum paints are of an oil base and thus would require a mineral base thinner to clean brushes.

Answer: Yes. It is a good choice for stove hoods. It has a temp range up to 1200 degrees. If you get our stove hood that hot, you deserve to burn your house down and write a book how you did it.
Question: I will be painting a bbq smoker. how would you recommend to prep the surface before applying the paint
Answer: I would at least knock off the rust then wipe it down with thinner, mineral spirits or other solvent. The cleaner you get the metal, the better the paint will bond. I put it on my BBQ grill, I didn't put a lot of effort into prep and cleaning, just knocked off the loose rust and paint, it still looks pretty good.
