Answer:	No, this kit does not come with base&top coat, the color is required to be used with uv base& top coat.

Answer:	Not over wet polish. You’d want the base color to be completely dry before applying any gel on top. Personally, if I was going to do that I would apply thin coats of the base color and wait at least an hour to dry before applying this top coat. Otherwise the gel will constrict when it cures and warp the wet polish underneath, making the mani look very bumpy.
