Answer:	Yes, the Pi4 uses the exact same interface pinout as the Pi3 so this will work just fine (I can say this conclusively as well as I have this ribbon extension cable and both Pi3 and Pi4 boards). That also goes for any of the screw terminal breakout shields if you should wish to use any of them as well with your Pi4 (the B+ just indicates revision level and enhanced onboard specs, but pinout remains the same). Just be careful to properly align the pins with the header connectors at each end when using this cable as you can misalign the pins when installing this cable and keep note of which is pin #1 when attaching shields (I like to mark pin 1 on one end of the connector with a black line using a permanent marker. You can also verify by testing for the 3.3V, 5V, and ground rails to verify proper orientation of your connector and shield.
