Answer:	I would say yes. My 3 1/2 year old can underhand toss this ball with ease. It also has a soft feel when catching.

Answer:	We did not see an on/off switch. And it looks difficult to change the batteries. Not sure really what happens, as we gave this as a Christmas gift. You can get to the batteries, it is just not simple. And if you have big hands and/or fat fingers you will never be able to change them. Other downfall was that the football came with no instructions whatso ever!! I personally would not purchase this again unless the maker made some upgrades. There are some light up footballs that we saw in the store Hibbet Sporting Goods that seem pretty cool. We have not purchased or looked at the battery situation but at least there would be a person at the store to help with the lighting issue. Hope this helps!
