Answer: It could be a "contact problem." Those micro-USB connectors do not always "lodge" into the tiny receptacle on the charger as deeply and securely as needed to get a fullly charged power bank. Hold the micro connector firmly in place for a minute or two. Are you seeing each of the four dots flashing in a down-to-up pattern? If so, the charger is capable of being fully charged, and in all likelihood the micro-connector is not maintaining contact while you're away from it.
