Answer:	I let mine air out a bit before using. The smell has faded some, but it still smells like a new tire.

Answer:	It adjusts to however small you want. However, I have a 32" waist and I want to get back down to 25". Even being @ 32" I have to wrap this thing like crazy. From velcro to end, it's 54" long! Honestly, I'm probably going to see if I can trim it and sew it back at the end.
