I was hoping that "adjustable" would mean it would fit him but the adjustable part only helps at the lower back side of the head (behind the bright yellow trim) and there is nothing inside that adjusts where the top part of the toddler head goes in.

Answer:	It doesn't hold cm it's a helmet. It protects a human head, but to answer your question It's a child's helmet I'd assume it has a circumference of 54 cm/21 1/4 inches
