Question:	What height person is this bike for? it says 16"small frame size in description, but someone else mentioned it is 28" so I am confused

The hybrid tire is 700c (metric) which converts roughly to 28" in diameter. 16" is the frame size (the measurement from the seat post to the bottom bracket).
