That's because they have air bubbles right out of the package, which need to come out before they can immerse in the water. This is a gradual process, but shouldn't take too long. Try "poking" them under water, or shaking them while submerging them. After a little while, the fish should be swimming as expected! Let me know if they don't, and I'd be happy to help further.
