Answer:	There is no 'locking on' of the flange. They do fit tightly if you get the right size. Not sure why you would want to prevent tires from moving... you will want the wheels to rotate.

Answer:	The set of 4 is all you will need for the front two wheels. The inner and out are the same bearing on both left and right wheels. I would buy the set, when one goes bad the others are worn also. I have a Craftsman which was made by husqvarna. Not sure of your mower. You will need to knock them out front the center out. So you would lay the wheel down when the mower, take a long punch, stick through the center of the bearing facing you and find the inside edge of the bearing facing down. Then take a hammer and tap that bearing down towards the ground. Flip over and do the other bearing. Then to install carefully use that hammer preferably a rubber mallet and knock the new bearings in. Install and grease.

Answer:	I can't remember exactly what the material is, but it is softer than steel. It is not brass either. It is softer than the steel shaft that it rotates on, so the "bearing flange" will wear over time instead of the steel shaft. When you replace these you should have a nice tight fitting wheel that does not wobble on the shaft.
