Most teachers profess that the Gemeinhardt is the best for beginners, but I disagree. While NOTHING is going to beat silver for sound quality, if you need something economical for a young beginner, I suggest a Bundy. The biggest hurdle a beginner has is resistance on the embouchure, and for the price, but without silver, Bundy is the best buy. I hope this helps others. Not everyone can afford (or even needs) a Pearl Cantabile, so I understand looking for a good product at a reasonable price.
