Answer:	Self Etching primer can only go to clean bare metal. It can't be applied over anything existing or it will chemically react.

Answer:	Not sure yet. Originals that came with my motor were fused into the rubber at each end. Top and bottom were separate screw mounts with a flat round metal disk at the end of the screws, going into the rubber. I think these are the same. Top and bottom screw mounts may be separate by design so as to reduce vibration from the motor and to tone down the noise.
