Answer:	This trash can has a closed bottom. I do not think mice could enter the container unless you accidentally create a hole/dent at the bottom.

Answer:	The black plastic band you see that the lid sits on will hold a plastic bag in place. Nine Stars makes a very tiny trash can (It is the one that comes in a set of two will a large trashcan that does not have the lift out pail liner.) I found the very small trashcan with pail liner too small for my need and gave it to a friend who loves it. I kept the larger can which came in the set and then bought one like the one you're asking about/ They both have the same system of holding a plastic bag in place as I mentioned in the first sentence.
