Answer:	I don't think you can cut this as it runs on a small battery pack. If you cut it you will cut the wires inside and it will not work.

Answer:	No, it takes 2 AA batteries. You could buy a wall plug from somewhere like Radio Shack, cut off the attached power pack, and then solder on the plug. That shouldn't take long if you know what you're doing.

Answer:	I have used several of these, because THEY ARE AWESOME, they have 4 settings, #1, of course, being OFF, #2 is constant light. (~You do not have to HOLD the button to achieve this setting) #3 is a Strobe Flash (~on off on off on off) that closely follows the flash pattern of your cursor as you type, & #4 is a Strobe Flash that is about twice as fast. So, this is a VERY LONG answer to say "YES!", you do not have to use the strobe options, there is a constant light setting, BUT... please know that you achieve each setting with the same button, so if you accidentally hit the button, it will start strobing, so just click your button 3 times, and repeat "There's no phaze like strobe, there's no phaze like strobe!" After cutting it, to attach new leads just trim the plastic coating back about 10mm, then unwrap the fine metal wires and trim the phosphor coating back about 5mm. One wire of the leads will be soldered directly to the bare copper under the phosphor, and the other will be soldered to the fine wires. This is an AC system so it doesn’t matter which lead attaches to what. Cover the connections against shorting with heat shrink tube or electrical tape, and you have a new segment of EL wire. Multiple segments can be connected in parallel or series.
