Answer:	It does come off, but the foam ring does not have any protective covering. I left the plastic wrap on just in case. I'm sure if needed you could probably wash the foam ring by hand and air dry.

Answer:	14.5" x18" in my estimation.about 2" deep. I did not like it because of the firmness I chose the Aylio Coccyx Orthopedic Comfort Foam Seat Cushion Sold by Aylio Wellness over it. Good Luck
