If you hang the towel on the top, it would eventually warm it up due the heat rising and getting trapped under the towel but you can also weave the towel around the heated tubes to increase the contact between the towel and the heated elements.

You can set a timer to turn the towel warmer on say an hour ahead of when you're planning to enter the room. It will make a difference if the door was closed for the hour.
