They run tad small because they are designed to conform to you feet(expand) for comfort & warmth. They are not designed really as a "slip on" they have other models for that.

I believe the strap can be expended to fit your 28" suitcase, however; if your 28" is bulked up, it could be a tight fit, if at all? It says it'll fit up to a 34" suitcase, but I can't say for certain that it will.....sorry.
