Answer:	It is not waterproof. It is water resistant, but not waterproof and those are two completely different grades of protection. I agree this pack is awesome for many reasons, but If you wear it while it is raining (on bicycle or motorcycle) you will be dumping out the water once you get home. Luckily I tested it before I took the chance. (Other then that the material is pretty durable).

Answer:	Mine is 13" and it fits in just right, but I don't think 15 will fit. Its quality is very good, but the backpack is very small. Go with the bigger one.

Answer:	The handles at the top are 1.5" and at top where you can snap them together to carry as luggage go to 3/4". The straps at the back to use as backpack: padded area is 2.5" and padding with fabric is 1/4" firm padding. (Quite substantial. I've never had an issue with it cutting into my back no matter the weight). The luggage strap is 8.5" when flat, so you will need to figure that the luggage pull up handle has some depth to it. I've never had a problem no matter what sized luggage I used. This backpack is awesome; best purchase ever. It goes everywhere with me and has easily traveled outside of the US. It fits under the seat, and the side pockets for water bottles has elastic to keep it falling free (unless of course you turn the backpack upside down.. true story) and even accommodates my phone/keys for those "emergency put it somewhere because your hands are needed elsewhere" occurrences.
