Answer:	No it doesn’t. LiPo batteries never come completely charged. They are shipped with a storage charge. That is approximately 70% charged

Answer:	This would "work" most definetly as long as there is a jst connector. I would highly recommend something meant for radio use though as those batteries have an internal lvc cutoff that this does not so your radio will not stop it from dropping below the cutoff voltage so you will have to monitor it yourself. But they have worked great for me in my 130mm quadcopter build so far.
