Answer:	No the shelf does not need to be at the top of the rods. But with the unit 5 feet wide and 72 inches high and 2 feet deep you may have issues getting it in the pantry? You can assemble it outside of the pantry and put the castors on once you get it in. That should give you the clearance to the top of the door. Sure sounds like a big pantry to handle 2' deep shelves. We love ours but we have them out in the garage and can move them when I want to wash out the garage or spray for bugs.
