Answer:	Yes to an extent. The outside is, and if you wear your coat sleeves over them, they are 100%. However, if you get snow in through the wrist, they’ll get very wet as the interior is a soft and super absorbent material. However, my kids stayed good and dry and warm in them. And were able to make snowballs much better than mittens. We did wear some cheap dollar tree cotton gloves under bc it was a brutal chill, but these are pretty insulating.

Answer:	I don’t think so. They are a nice soft fleece, similar to a fleece blanket or lightweight fleece jacket, so they will soak in excessive moisture.
