Answer:	Yes, you put the water in yourself. It has to be refilled often and is noisy when water is low. You could run it without a filter.

Answer:	I'm not familiar with "cat mate", but I can describe these filters for you so you can compare them. These are about 4" long, 2.25" wide and about .25" at the thickest point. They are soft filters, kind of like little pillows, with stitched edges that slide into grooves in the pet flow fountain. They are not enclosed in any kind of plastic or metal. Hope that helps.
