Answer:	Yes you will be able to paint with acrilic,oil and water color.

Most phones and laptops have voltage converters built in and are fine, but things like hair curlers will be destroyed. One thing you could do is do the initial 4.5 hour charge required at home before you leave and use the usb plug provided to charge it through a power bank or your laptop (NEVER directly into the wall without a voltage converter-this is NOT the same thing as an adapter)
