Answer: No, this only helps to thin down the consistency of a gel liner. You need to use a good eyeshadow base for your eye, use a skin color shadow to absorb the oil, then use your shadows of choice. Then for your eyeliner, apply your liner and set it with a very dark black eyeshadow. That way it will not transfer on your lid. If you have a hooded eye, then refrain from applying your liner thick. Keep it close to your lashes only.
