Answer:	Per the manufacturer, you need to completely saturate all of your hair and allow it to fully air dry. If the instructions are followed it should work for you.

Answer:	Never used the oil base. The apartment it's being used in is the only one that hasn't been reinfected. She sprays outside her door (indoor hallways) and hasn't had a problem. She used it inside till she knew they were gone. Clark went in and did their thing but, said there could be reinfestation. Not at her place! So it works very well!
