Answer:	It is not legal in a proper use state at all. It is probably not a legal replacement for a booster seat, since it technically does not qualify as a booster. The rider safe harness is a booster harness and is registered as such. This item in particular is not safe, especially for a child. IF the belt does not fit the child properly a belt positioning booster, such as a high back booster should be used instead.

Answer:	its for any age that would use a seat belt and have the seat belt come across the neck because of height. my 4 year old uses one with her booster seat. i'm 30 and i use one to drive a car because i'm short. its a pad that holds the seat belt on your shoulder instead of across your neck. obviously you cant use it with a child in a regular car seat because you use the car seat straps and not the seat belt. i believe the rule (at least where i live) for boosters is that the child must be 4 years old, 40 inches tall and weigh 40 pounds, and with a booster you could use one of these. so my guess would be 4 years and up for this pad.
