Answer:	Yes, but there is no need to do so if the extra length of the post fits into the seat tube. It's just aluminum and can be cut with a hacksaw if needed. Just be sure to leave the minimum needed to fit into the seat tube for support.

Answer:	I have a torque wrench but made no attempt to use it here. This product has very sturdy components, and seat adjusting screws typically need a lot of torque to hold. I made them pretty tight with a normal 6 to 8 inch wrench. No problem.
