Answer:	It's not plastic, but not really cardboard: It's just a heavy sheet of white paper that can be easily wrinkled and messed up. The tabs - the so-called "Big Tabs" are paper coated. You have to write directly on them. Unlike Pentaflex tabs, you know, those usually dark green folders that hang in filing cabinets and ARE made of cardboard, which you can insert paper labels into and change 100 times. And they aren't nearly as long as Pentaflex tabs, just a little bit wider. I know these are used for different purposes, but you can get some as good as these from any office store, e.g. Office Max, Staples, etc. Definitely nothing special.
