I can only answer that my 3 year old wore the Toddler age T 2-3 last year for Halloween. It fit well overall as he is long overall. I did end up using that stitch witchery stuff and hemming the pants a bit as they were a touch to long, but didn't want them to be too short. I think go with that size. Hope that works.
