Answer:	The wagon does roll. It can be pulled and pushed. I'm not sure how much weight it can handle. It's a small wagon. You can fit about two packages of diapers in it.

Answer:	Don't know that there is a great big difference. We got the Rally for our grandson at X-mas 2012 (he's 3.5 years old now) and it has been the best thing ever for him. One big difference between the 2 is the frame. Our little guy likes to coast downhills with his feet resting on the little platform at the bottom of the seat post. This has been so well-used and durable that I personally would not even bother with anything else. No need to. It's perfect! The other bike has a bell though.
