Place the pad under the knee cap, put the tab on the short side of the strap through the loop on the long side, pull it back over the front of your leg and attach it with the velcro. It has to be pretty tight to work.

Answer:	No it doesn't. My newborn could not sit in it. It was not reclined enough for him. He is almost 2 months now and can sit in it better now but I was really disappointed he couldn't sit in it when he was first born.
